Andy Rayner is an Independent Consultant, having formed RISS in 2025 to provide a mechanism for Government and Industry Customers to benefit from his extensive experience in requirements generation and Customer Relations, especially U.S. companies looking to navigate internationally.

Previously he spent more than 8 years as an International Business Development Director at Lockheed Martin Space, initially as the international lead within the Military Space Line of Business with responsibility for Space- Based Early Warning (SBEW), Military Satellite Communications, Position Navigation and Timing (PNT), Space Security and Tactical Space. In 2023 he was appointed the LM Skynet Campaign Director.

A dual UK / U.S. national, Andy is based in Denver, Colorado. Prior to joining Lockheed Martin, he served as a Royal Navy Weapon Engineer Officer for more than 28 years, most recently as the capability planner for the UK’s strategic networks and then as the Maritime C4ISR lead in the British Embassy, Washington, DC, from where he ‘jumped ship’.
